Haryana Assembly Monsoon Session Bills List 2026: Municipal Amendment and Khatu Shyam Shrine Bill Passed
Haryana Assembly Monsoon Session: 10 Bills Tabled, 4 Bills Passed, During the Monsoon Session of the Haryana Legislative Assembly, ten bills were introduced. These include the Haryana State Minority Commission Bill, 2026, Haryana Village Shamlat Land (Regulation) Amendment Bill, 2026, Haryana Local Audit Bill, 2026, Haryana Private Universities (Amendment) Bill, 2026, Haryana State Women Commission (Amendment) Bill, 2026, Haryana Goods and Services Tax (Amendment) Bill, 2026, Haryana Panchayati Raj (Amendment) Bill, 2026, Haryana State Physiotherapy Council (Repeal) Bill, 2026, Haryana Law Officer (Engagement) Amendment Bill, 2026, and Haryana Right to Business Act, 2026.
In addition, four bills were passed after discussion. The bills passed are the Haryana Courts (Amendment) Bill, 2026, Haryana Municipal (Amendment) Bill, 2026, Haryana Municipal Corporation (Amendment) Bill, 2026, and Haryana Baba Shri Khatu Shyam Chulkana Dham Shrine Bill, 2026.
Haryana Courts (Amendment) Bill, 2026
The Haryana Courts (Amendment) Bill, 2026 was passed to amend the Haryana Courts Act, 1918.
The Registrar General, Punjab and Haryana High Court, Chandigarh, informed the state government that Section 30 of the Punjab Courts Act, 1918 (as applicable to Haryana) mentions the Indian Succession Act, 1865 (X of 1865) and the Probate and Administration Act, 1881 (V of 1881), although they were repealed by the Indian Succession Act, 1925.
Therefore, to remove this ambiguity, the High Court Administration has recommended replacing the words "Indian Succession Act, 1865 (X of 1865) and the Probate and Administration Act, 1881 (V of 1881)" existing in clause (a) of sub-section (2) of Section 30 of the Punjab Courts Act, 1918 (as applicable to Haryana) with the words "Indian Succession Act, 1925".
Haryana Municipal (Amendment) Bill, 2026
The Haryana Municipal (Amendment) Bill, 2026 was passed to amend the Haryana Municipal Act, 1973.
The Regulatory Cell of the Cabinet Secretariat, Government of India, has directed to eliminate the requirement of dual licensing. The Chief Secretary, Haryana, directed the Urban Local Bodies Department, Haryana, to review and consider removing the mandatory trade license for slaughterhouses and meat shops.
The said trade/activity is also being regulated by the Food and Drugs Administration, Haryana. The said amendments will eliminate the requirement of dual licensing and provide relief to the general public by reducing the compliance burden. Also, it was required to be completed by 30 June 2026.
The Haryana Municipal (Amendment) Ordinance, 2026 was passed in the Council of Ministers meeting on 22 June 2026 and published on 28 June 2026.
Hence, it is necessary to enact the Haryana Municipal (Amendment) Bill, 2026 to make necessary amendments in the Haryana Municipal Act, 1973.
Haryana Municipal Corporation (Amendment) Bill, 2026
The Haryana Municipal Corporation (Amendment) Bill, 2026 was passed to amend the Haryana Municipal Corporation Act, 1994.
The Regulatory Cell of the Cabinet Secretariat, Government of India, has directed to eliminate the requirement of dual licensing. Haryana Baba Shri Khatu Shyam Chulkana Dham Shrine Bill, 2026
The Haryana Baba Shri Khatu Shyam Chulkana Dham Shrine Bill, 2026 was passed to make provisions for better management, administration and governance of the Baba Shri Khatu Shyam Chulkana Dham shrine and its endowments as well as lands and constructions attached or incidental to the shrine.
The Shri Shyam Baba Temple (Dham) located in the revenue estate of Village Chulkana in Samalkha of District Panipat is an ancient historical temple, which is a very sacred and major centre of faith for a large number of devotees/pilgrims from Haryana and neighbouring states. Devotees offer their reverence here by having darshan and worship of the deity and praying for happiness, prosperity and well-being. The said Dham is famous for the temple of Shri Khatu Shyam Ji, who is worshipped as the God of Kalyug as per Hindu traditions.
With the objective of better managing the donations of the Baba Shri Khatu Shyam Chulkana Dham shrine and its temple, including lands and buildings attached or incidental to the shrine, providing administration and governance, and providing better amenities and facilities to the devotees visiting for darshan and ensuring health, safety and convenience of disciples, pilgrims and worshippers, it has been decided to enact the Haryana Baba Shri Khatu Shyam Chulkana Dham Shrine Bill, 2026.
