7th Pay Commission: Employees Got a Big Gift of Promotion
7th Pay Commission: For your information, let us tell you that there are some more rules for central employees. About which the general public knows very little. Promotion is also like this. This rule is Modified Assured Career Progression (MACP) Scheme. This scheme is for those employees who do not get promotion.
As per the rules, an employee working under the MACP scheme gets economic improvement three times in his entire career. These upgradations are available after 10, 20 and 30 years of service of the employee. After ten years, a person gets automatic financial upgradation. If he continues to work at the same level-salary. And doesn't get promotion. After this economic reform, employees get salary under the new grade pay. Which is equal to the money received from promotion. There are some conditions for this also.
What are the conditions?
The employee, whose Annual Performance Assessment Report (APAR) for the last three years is very good, will get the benefit. If it is not so. So economic upgradation will be on hold. This condition was included during the tenure of Narendra Modi government. Its objective is to improve the efficiency of government employees.
It is necessary to understand this also by example
An employee draws Level 2 salary as per the recommendation of the 7th Pay Commission. But it remains at this level for 10 years. There was no promotion at that time, so to be promoted to Level 3, economic upgradation would have to be done under MACP. Departments in which there are less opportunities for promotion. They benefit a lot from it.
